JIRA Gets Locked after succesfull DB Precheck

Question

Hi,

Recently I recreated the Test Db from the Live Dump, Later I Started JIRA, I got a message saying Precheck of DB Successful and it started to hang, when I checked the JIRA home Directory, I found the JIRA lock File, Could you please assist me in solving this issue.Thanks!
