I tried to create a ticket using the CSV import function. The "Original Estimate" field value was incorrect after the import was done successfully. It displayed always the value as "0m".
CSV value = 7200, JIRA filed value = 0m

What does your field mapping look like? You need to use the External System Import wizard. Go to Global settings > System > JIRA import wizard.
