I just want to ask why this error happens when I launch the jira?

This could be due to corrupt plugin cache. Try the following

Stop the JIRA instance
Make a back up of
- JIRA_HOME/plugins/.bundled-plugins
- JIRA_HOME/plugins/.osgi-plugins
Delete
- JIRA_HOME/plugins/.bundled-plugins
- JIRA_HOME/plugins/.osgi-plugins
Restart JIRA
