the attachment of a doc/pdf file is garbled when preview it

I have set the Encoding = utf-8 on confluence, and set the encodeing = utf-8 for the word docs, but when I try to preview them after attach to confluence, some character still be garbled. The docs contain both English and Chinese.

Anything I miss for the right configurations?
