How to set a user to watch a kind of issue type automatically?

I want to set one single user to watch a kind of issue type, such as bug in one project. Is there any way not using plug-in or runner?

OOTB this is not doable I guess to automatically add the watcher for particular issue type.

In case if you have Automation for Jira, JMWE it is possible.
