How to restrict clone feature based on some constraints ?

Hi team,

I am looking for the solution

Requirement: 

When we will do clone an existing story issue it will check the field value (specific value) in the backend if it does not present/match then restrict the user to clone the issue with a warning message.

Please suggest/guide how can implements this
