I want to create a custom field which has all the function which description field has in JIRA like user mention, link attach and more as shown in below screen. basically means i want to copy description field functions to a new custom field. please let me know how can i do that.

You can create a script field via ScriptRunner to collect values from other fields.
You can add a "multi line text field" and make sure the renderer is set to rich text in the field configuration.
Hi Nic, Thanks for your answer. where can i configure renderer for the field. i could not find it while creating a new custom field.

It's in the field configuration for the project, not the custom field list (sounds counter-intuitive, but it allows the renderers to be set differently by project/issue-type)
