we would like to edit attachments in JIRA without having to download them first.

You can try GoEdit (Office files, Photoshop, images) or Smart Attachments add-ons (editing Office files).

Smart Attachments add-on supports versioning of edited files. We are also discussing the versioning with the developer of GoEdit.

You can address your question to them, maybe this will accelerate the whole process.
