I can't see any 'Security Level dropdown field'. Can you add a screen copy?

A screen shot would not tell you a lot more - it would just show another field on a screen

To paraphrase the document you have read, for the security level to appear, you must have the following configuration:

• A security scheme must be defined, and associated to the project
• The security level field must be on the create and/or edit screen
• The project permissions must allow your account the right to set the security
• You must be included in at least one of the security levels defined
