Does Jira have an AI Bot feature similar to Service Now, that enables the customer to ask question, be given automated responses and links or then move the chat onto a live agent, if the Bot is unable to resolve?

Nothing like that out of the box I'm afraid. There are a few marketplace apps that support a 3rd party chatbot and that would then integrate through a connector/api.
You might want to look at Halp too https://www.atlassian.com/software/halp it's not really AI but it has routing flows and things like that
