Yeah, I got the answer from google as below, but I can't find the "administration" button anyway.

Looking at the steps you mentioned I think you are using the Jira Server or Datacenter environment.
Can you please let me know what Jira environment you currently using Jira Server, Jira Datacenter, Jira Cloud
The "Jira Calendar Plugin" is not a supported plugin from Atlassian even though it is from the Atlassian itself, please check below link for more details

If you are currently using Jira databcenter or planing to migrate to Datcenter from Server as Jira Server will not be supportable by Atlassian after Feb 2024 then this plugin is not a datacenter compatible which can lead to issues to your application as it is not the supported plugin.
If you are using the Cloud Jira instance then this plugin is not available for the Cloud Jira version.
Instead you can check the similar plugin from Atlassian marketplace which is supported by the plugin vendor but, yes this is the paid one.

It's the cog icon near the top right of the screen. It will only appear if you have some admin rights (project, jira or system admin) and you'll need to be a system admin to be able to install apps like the calendar.
If you are not an admin, you'll need to talk to your admins in order to get added as an admin, or have them do steps 1-3 for you
