A little help on:
The owner of the page in confluence given permission to view the page but still unable to access the page.

Have you checked if the user has been added in the space as well ? It is a common mistake wherein users are not part of the space, but are given view/edit permissions on the pages.
Page restrictions are different than space permissions. Like what the previous person said, it is a common mistake where your acct has been added in restrictions but the group confluence-users doesn’t have permission.
