@Pramodh M I noticed you provided some advice on a similar topic...
I followed this article:

but when implemented, the Summary field does not populate.
I tried both of the following:
"https://<server address>/secure/CreateIssue.jspa?issuetype=13700&pid=19634&Summary=test"
"https://<server address>/secure/CreateIssueDetails!Init.jspa?issuetype=13700&pid=19634&Summary=test"
In each case, it would open the correct ticket window but would NOT populate the Summary field.
I happen to be debugging this also... lowercase "summary" fixed my problem.
