How to set jira.option.user.externalpasswordmanagement to true from false value?

Yes, but in Jira 5, there is no option to set externalpasswordmanagement, i know about externalusermanagement. Have any idea to change that?
As I understand it, externalpasswordmanagement is no more used. If externalusermanagement is ON, passwords are also maintained externally.
