After upgrade 7.8.3-->7.13.0 the 'Create' lozenge missing from the menu bar in Spaces

We upgraded a test system (RHEL Linux) Confluence 7.8.3-->7.13.0, after the upgrade the 'Create' lozenge is missing from the menu bar in the spaces but it 'blinks' on\off when any item in the space sidebar is clicked.
