How do I prevent users from moving issues to a specific project?

I'm not sure if this is a setting I need to change in the workflow or if it's a simple permission setting.  Any help is appreciated.

To move and issue, there's two permissions to look at:

1. To move an issue FROM a project, you need the MOVE permission in the SOURCE project

2. To move an issue TO a project, you need the CREATE permission in the TARGET project

You're a bit stuck if you want to have a project where a user can create new issues, but can't move from other projects where they have move permission.
