Confluence template with Table of Contents - getting "not permitted" error on link

In a Confluence template that contain a table of contents to the various sections within the page, I am getting a "not permitted" error when click on any table of contents link.  

I have edit access to the page and do not have any issue updating the content.

This is resolved. Inadvertent deletion of a table of contents macro, with the links still present was what caused the problem.
