Can I filter only tickets that have been reassigned to another project?

You can only achieve it through an add-on. The current JQL queries do not have the functionality to filter issues that were moved.

Standard JQL doesn't easily allow it but the results can be quickly found using our professional indexing service:

* JQL Search Extensions

After you install the app you can simply search:

movedProjects in ("SEARCH", "DATA")
movedProjectsCount >= 2
