Exists check:

jira --action getUser --userId "testuser3"

Create:

jira --action addUser --userId "testuser2" --userEmail "testuser1@x.com"

Pick a scripting language, even Perl, and process the outcomes of the check, eg adding 001, 002 to the userid perhaps.
