That expression will indeed translate to

At second :00 of minute :09 of every hour

The expression you would want is: 0 0 9 ? * * *

That translates to: At 09:00:00am every day

You can easily generate these by using an online tool, for example: https://www.freeformatter.com/cron-expression-generator-quartz.html
