Can I insert a link that sends the visitor to a certain time in an MP4 video?

I've inserted several MP4 videos into a Confluence page. Each are approximately 1.5 hours long. I'd like to send the visitor directly certain times in the videos where they can view content of particular interest for them. These links would be in a table of contents-like table.
