You can add whatever types of issue type you want via admin -> issues -> issue types, and then include them on the board by making sure the board filter selects them.
Epics however, are a special case - they have additional functionality tied to them (assuming you are using JIRA Software). You can't use other issue types like that, it's Epics only.
