Can I remove a user that has reported an issue?

I am trying to delete a user from Jira and I can't do this because they have reported an issue previously. The issue has been resolved and closed.

If you would like to reassign the issue or bulk change the reporter even the issue is in closed state. You might want to check out the following documentation:

Hi Kiri,

It is recommended that you de-activate a user instead of deleting the user to preserve history and activity.
