Details on JIRA XML Backup

Question

* In general what all data does 'xml backup utility' of JIRA takes backup?Does it all includes project configuration settings, User and group information, Permission setting?
* Does JIRA XML backup satisfies long time archival (LTA) usecases? Has anyone tried this?

you can backup the full server with backup sowftware for windows

or create an SQL DB backup + one of the jira folder (ataachments+avatars)

Thanks for the information. Use case for which I am looking for is to take backup of complete/full JIRA instance before server decommission. And the backup should be retrieval.
