Confluence becoming sluggish is usually do to some sort of resource constraint. I would suggest looking at your logs during the times the application is slow. You are seeing a symptom of another issue. What do the logs say when this action is hanging? What is the CPU and Ram load? What is GC doing? Could you share some more information.
Have you tried tuning your system and making sure it is properly sized?
