I believe CodeMirror (which Bitbucket uses) does not support syntax highlight for terraform source. True statement?

Unfortunately it seems you have right. CodeMirror doesn't has mode for hcl support:https://codemirror.net/mode/
I've made a PR in the CodeMirror project to support HCL.
