Is there a way to display a warning (acknowledgement) before login?

Question

We are required to display a consent to monitoring notice before a user accesses our system.  Is there a practical way in JIRA/Confluence and Service Desk to accomplish this task?

Steps:

* User goes to https://www.mywebsite.com/servicedesk/customer/portal/10 or https://www.mywebsite.com
* If not logged in, user is prompted to click "Ok" on consent notice
* User is taken to the login screen

This must be accomplished in JIRA, Confluence, and JIRA Service Desk in order for our company to be in compliance.

Does the JIRA plugin also cover Service Desk?  I had seen Announcer but could not verify if it covered Service Desk as well.  If so I'll download the trial to verify if it meets our needs.
