I can not enable any apps, I am trying with pagerduty and there isnt even a button to enable it.

Are you a basic user, or are you an elevated user in the organization? If you are a basic user you won't be able to make configuration changes like adding pages, or configuring integrations.
If you are an elevated user please put in a support ticket for our team to work with you directly on finding what the issue is.
