Bitbucket Server fails to start when the current locale is Turkish

Hello,

I get an error when I setup Bitbucket.

A fatal error has occurred

The following problem occurred, which prevents Atlassian Bitbucket from starting:

• The current locale (T�rk�e (T�rkiye)) is not supported by Bitbucket.
  Please follow the instructions in thisknowledge base articleto resolve the issue.

I did what is written in this  article but nothing has changed. I still get the error.
