Add a custom dialog to Jira issue by clicking on button

Hey,
I want to add custom button to Jira issue,
and by clicking I want a custom dialog to be opened.
How can I do that?

If we are using the custom one, we have to follow Atlassian Developer Documentation Guide to setup the app, the code will be written where we host the app.

If we are using Scriptrunner, it's in the console that is provided in Jira itself  :-)
