I'm not sure how to set a Security Level using this method? The field appears to be named "level" in Jira, and I've tried appending the field to the URL using the same method as adding something such as summary, description, etc.

To set the security level you will need to add &security=levelID. You will need to replace levelID with the ID of the security level. This can be found by inspecting the element in the browser or hovering over the edit button when editing that level.

I redacted most of our internal information but it's similar to this:
jira.test/secure/CreateIssue.jspa?pid=11111&issuetype=11111&security=11111
