issueFunction in issueFieldExactMatch to filter issues created in a specific month or months without filtering the day or the year ?
How far historically do you need to go?
Because instead of playing with regular expressions you might be fine with just
(created > 2020-01-01 and created < 2020-01-31) or (created > 2019-01-01 and created < 2019-01-31)
Assuming we're not going back more than 10 years or hitting a jql character limit.

due < endOfMonth("+1") optional increment of (+/-)nn(y|M|w|d|h|m)
(+/-)nn(y|M|w|d|h|m)
Still it not exactly what your looking for but I think it will get you closer.
this will work but will require a manual update of the filters every year, i am looking for a general solution that is elegant and general
i dont see how this will get me closer, the replay above will give me what i need but will require multiple updates for each year.
