How to stop workflow transition using jquery?
You don't.
Jquery is a javascript library for running javascript on the front-end (browser). Workflow transitions are controlled and executed on the server side of Jira, what the brower is doing is irrelevant to them.
You should "stop" transitions by using validators and conditions in them.
