Is it possible to update a Jira ticket without generating email to the watchers?

Yes, remove All Watchers from the relevant Notification Scheme on Issue Updated events.

Use a jql query which selects that one issue and use Bulk update. There you have the possibilty to NOT send email notification (so no one will be informed).
