I'm log in as an administrator and the buttons "delete" and "disable" don't display.
Can someone help me ?

This happens when the user comes from an external user directory such as LDAP in mode READ ONLY. On cases like this, confluence cannot disable or delete the user since he tries to reach the external directory and doesn't have permission to perform changes there.
The workaround for this is:
1) Remove or deactivate the user directly in the user directory server
2) if you want to remove the user from the license, then remove this user from any group that can login to confluence and he would not be counted towards the license anymore.

If you're using Confluence Server and your users are managed in Crowd, you need to log into Crowd to delete or disable users. Afterward you may need to wait an hour for synchronization or force one using Confluence General Administration > Users & Security > User Directories.
