Is it possible to create issues such that they are dependent from other issues to be completed first and be represented on a gantt chart?

When you create your issues and assign them to people, is there an easy to track how much the version or sprint will coast in human ressource?

1. Dependencies in Jira Align replace predecessor>successor relationships
2. The program board identifies those items that are scheduling issues as well as showing those dependencies
3. Team members can be allocated across the teams the work on 
4. Allocations translate to forecasting and financial data
5. There is a time tracking module that will allow you to track specific to the person if you desire
