Where is any option to set that comments are required?
Looks like it isn't possible as per CONF-6373.
Your only saving grace seems to be an add-on called Engineering Essentials, refer to this comment.

Can you support the thing that - this option need to be implement in core?
What exactly do you mean? I personally think that, yes, this should be core functionality.
