Can JIRA data center version only be deployed to azure and AWS?

Which environment do you want to deploy in, local or other cloud platform?

You can run it on anything that can run the version of Java it requires. It is only supported on Linux and Windows servers (whether they're physical tin in your data centre, Azure, VMs, Rackspace, AWS etc - doesn't matter)
