Can Jira generate an issue reporter per user?

Workload reports only on issues with time estimates. Is there a way for JIRA to generate a report to display the issues assigned to a user for issues without time estimates?

Create a JQL of whatever you like and use the Pie Chart instead. You can also try using "Filter Results" gadget for that.
