Jenkins not connecting to Bibucket Server

I've been trying to create a BitBucket Server instance on Jenkins by doing the following:

 

1.  Create a personal access token on Jenkins

2. Create a bitbucket server instance on Jenkins (url set to http://localhost:7990)

3. Add in the PAC and credentials

 

When I click on "Test Connection", it tells me "Could not connect to remote server, please ensure url is correct and server is running".

 

I'm able to open BitBucket Server by using that url in a browser, is there another configuration that I'm missing? Could it be a proxy issue?

Yes, it definitely can be a proxy or SSL issue or network firewall issue between the agent(Jenkins) and BB. 
Try enabling debugging on Jenkins and get some logs from there.
