Are you referring to the Jira Cloud Migration Assistant?

If yes, it appears you can select to send all or some of your projects:

If you want to migrate all or some of your projects choose Select project from the options. You will then be able to select which projects you want to migrate.

^ There isn't a mention of all issues based on field data.

You could manage this using projects - for example:

Create one project - the Archive Project. Or create an archive project per active project.
Move all issues created before the date where they're not relevant to the archive projects.
Only move the projects containing relevant issues to Cloud

I would not bulk delete as it makes issues difficult to retrieve - best to always keep data, as you don't know when you might need it!
