I need help to extract the time spent in each phase for a user story and for all the stories in all projects.

Also, You can consider other tools that let you monitor status duration data automatically for the issue list you need. So you don't need to go to each task to view data. For example:
Time in Status for Jira Cloud - monitor how long issue was at each status (phase).
Time Between Statuses (cloud/server) - shows time has been spending in for each workflow status. It lets configure start and stop statuses for calculation.

I don't think so. Even if you don't want to buy a specific plugin for this and want to write a script, Script Runner is not free so no, you can't do this out of the box as far as I'm concerned.
