Why doesn't the translation in Customers Portal work?

I've uploaded the .jar for Ukrainian language, chose it in the Customers Portal but there's still no translation going on. What may be the problem?
Here's the screenshots:
Judging from this the translation is not free of charge:

Now I'm confused. I need my Customers to see the translated version of Customers Portal and to get the translated notifications.

I can see that you are using an add-on to translate the customer portal, but the feature "Language support" was added recently to Server.

• Provide multilanguage support for Service Desk

If you are using the latest version of Service Desk, you should be able to change the language of the portal following the steps of the documentation below:

• Providing help in multiple languages
