disable rate limited handler

Hello,

During Confluence (server) startup it takes around 5 minutes on userRequestHandler Rate Limited Request Handler ENABLED -> INFO from log file

 

I guess it is because Server version dos not have this feature, only datacenter.

 

To make startup faster should be possible to disable this property?

@Flavio Beck did you ever get this resolved? Upgrading from 10.0 to 10.3 caused the same issue for me.
