Generally, for most cases, you'd do it by hand - drag source pages into the target space.
You could look into what happens if you export the Spaces to XML and combine those ... but I wonder how easy it will be to resolve any conflicts
Copy Page Tree plugin would help copy pages and child pages and attachments from one Space to another
Or if the Spaces are to remain independent, try the Excerpt and Excerpt Include macros
Or why combine at all - just grant the Users of one Space access to the other Space
