JIRA - not able to get Localhost://8080 page, getting error message "localhost refused to connect"

Hello,

Just downloaded and installed a standalone version of JIRA onto my Windows-10 personal laptop. Installation did go well but when at the end, it tried to connect and open JIRA instance thru browser (http://localhost:8080/), I am getting error as ... "localhost refused to connect.".

During installation, the JIRA has been configured to listen at 8080 (default port values). Tried various browsers but all are resulting into the same error. Not sure what's going wrong. Looking forward for help-n-solution to this issue as I am now stuck and not able to use JIRA on my laptop.

Hi @Mayuresh Deo as per the screenshot, it seems that JIRA is not started. Please go to Atlassian folder >JIRA > bin > double click Start.jira, wait for 10-15 mins. then check in browser. it should work.

Tried everything, even set the Defender disabled ( I do not have any other Antivirus loaded), deactivated all Firewalls . Checked Ports (8080 etc.), they are well available for JIRA, tried various browsers but still no luck. I have ACER Aspire E5-573 laptop with Windows 10 HOME version (10.0.18362 build 18362), x-64 based PC, having JAVA installed (jre1.8.0_261 & jdk-14.0.2)... and had used atlassian-jira-software-8.11.0-x64.exe for installation.

You are right, the JIRA service Or Apache-Tomcat service is not getting started. Tried installing JIRA several times, I am getting message JIRA Installed successfully and then when it tries to start JIRA... ( a built-in option to start JIRA after installation ... for initial JIRA configurations like language etc.), nothing happens but getting the shown Error.

Unfortunately, I am not an admin type tech guy, so tried all option suggestion by you all (Thanks!), but still no luck.

Are there are LOG files created during installation and then (auto) First Jira Launch that might help to know what's/where's going wrong and why? That might help.

Hi @Mayuresh Deo when you double click start-jira from bin folder what happens, it gives an error message or starts loading on black screen. As per the screenshot, your JIRA is not started that's why getting error in browser.

i have the same issue regarding opening jira. As you told in your earlier message "go to Atlassian folder >JIRA > bin > double click Start.jira" but when i click on Atlassian , it start download again
