For capacity planning, how do I get, at the portfolio level, a list of resources per sprint, what they are working on.
Need this to see if/when we have availability if we were to fast track a new project.

It's not possible today to get that view in Jira Align. The closest you can get to that traditional waterfall type view is the Program Allocation Report
I use the reports landing page to access this:
In Tier one - select the Portfolio and the PI - Then you can use the Program selection within the report to scroll through the Trains.
