Can you give a try to some tests and also some possible configuration needed? For example:

Depending on when you started to notice this issue, can you schedule some downtime for the instance or have the production cloned in order to run Confluence under Try to run Confluence under Plugin Safe Mode to see how it goes. If you have a good result for the comment editor, try enabling the add-ons installed one by one to see which one is affecting the comment session.
Check if this is happening in all browsers of the instance
And for the last, in case of having any proxy/redirection for Confluence, tyr to bypass it and comment on the page to see how it goes.
