Pretty straight forward - One of our projects require a user to update the issues in JSD on a daily basis via an excel/csv import. They do not have administrator access. Is there a way I could expose that functionality (even through API/plugin) to them?
Hi @Mario Stoilov ,
it is possible for a user without admin privileges to import a CSV file. The user will need the Bulk Change and Create Issue permissions only.
The CSV import interface is under Issues > Import Issues from CSV and Bulk Create Setup.
You can find the full documentation here : https://confluence.atlassian.com/jirasoftwareserver/creating-issues-using-the-csv-importer-939938927.html
Let me know if this helps,

Hey, Alexis,This helps, but it seems that the UI in Issues > Import Issues from CSV is different that the external System import. Most notably, the Issue Key option is missing, I.E. it cannot update existing issues from the CSV file. Is there a way this can be enabled?
you should check that your user has the proper permissions to update issues
@Alexis Robert The User I am testing with has the "Edit Issue" permission.
Question on this feature for non-administrators.
Our non-admins - with all other relevant permissions - don't seem to be able to set the issue type on their imports. Jira doesn't allow columns to be mapped to that field. Unlike in the Admin variant of the feature, the column doesn't come up as an option.
Makes the feature useless unfortunately.
Any idea why that is?
You need to have the "issue type" field in the Create screen.
Only fields that are in the Create screen for the issue type you want to upload are available in the upload feature for non-administrators.
As a non-admin you can only upload the fields which you are allowed to set, when you create an issue manually.
This answer is available elsewhere in support and community, but as far as I know, there has never been any support to update existing work items via non-admin import. It is a create-only tool. Updating Jira work items via import requires administrative access or some kind of add-on or API usage.
