I found a statement in a forum somewhere that a licensed user is someone with "can use" turned on. Yet, to let anonymous users in, I must turn on "can use" for them. I'd like to be really. really clear about this.

Do members of the public visiting publicly accessible spaces count in the licensed user quota for Confluence, given they do not login?

Now, suppose we have public pages that allow anonymous users to comment? Do they count as licensed users when they're in there messing around?

Hi,

User count for license is for the existing user names in your Confluence with "Can Use" Permission. When they are able to login and use Confluence.

User count does not include anonymous users, who may access your Confluence site if you have allowed anonymous access.

For public use there is no need for a login.
